I climbed this. Well, I 'didn't' climb it - because I got about 10 steps up and thought I was going to have a heart attack from fear and went back down - waiting for my husband to finish his climb.
Up until about umm 2005 (???) you could climb these steps. It wasn't a big deal and was totally allowed.
Believe me, they are STEEP. I almost sat on my bottom and slid down step by step as my internal sense of safety was screaming and throwing up red flags. I recall being in awe of all the people who were easily going up and down them.
