Mayor Karen Bass was in Ghana, the deputy mayor she left in charge of
the city was at home on house arrest — for phoning in a bomb threat.
Pratt called it out directly, saying, “We are indeed governed by criminals.”
The
clip has gone viral as yet another example of the dysfunction and lack

of the worst crises in recent memory.
